It gives me immense pleasure in extending a very warm welcome to the invitees for attending the Indo-Pacific Armies Management Seminar (IPAMS XLVI) scheduled at Dhaka from 12 to 15 September 2022 on behalf of Bangladesh Army. Over the past decade or so, the Indo-Pacific has emerged as a focal point in global economics, diplomacy, and security. I believe the region, with its huge population and fast-rising prosperity, promises a bright future to humanity, peace and stability. IPAMS since its inception, has been playing a significant role in fostering peace and stability by strengthening the bond among Indo- pacific armies in the region. This seminar has emerged as a grandstand where senior military officers from the Asia Pacific's regional land forces exchange their views and ideas. Each year, this multinational military seminar enhances understanding of the subjects studied and offers an opportunity for the military leaders of the region to establish a set of common platforms through interpersonal relationship. This relationship, imbibed with professional association, and collective goal of promoting peace have paved the way for greater stability in the region. I firmly believe that IPAMS XLVI will remain as another ground-breaking example to our legacy of friendship and cooperation to promote peace and stability.
The theme of the seminar is ‘Prospects and challenges of maintaining peace and stability in Indo-Pacific region’ focusing on ‘Maintaining Peace and Stability’. Meticulously articulated topics for Plenary Sessions reflect comprehensive and all-inclusive approach towards identifying challenges to robust peace keeping and ways to strive against those. The topics also offer a space to accommodate thoughts on opportunities and areas of cooperation to maintain stable security environment in the Indo-Pacific region. Alongside, a topic ‘Women Empowerment of Bangladesh’ is crafted with the aim of comprising women participants of the seminar. I am confident that the attendees will be able to achieve maximum professional, intellectual and ambassadorial benefits from the seminar.
Bangladesh Army is taking all relevant measures to make the seminar a success. This time one of the seminar venues has been selected at Cox’s Bazar, world's longest natural sea beach and a popular tourist destination in the country. A separate fascinating programme has been planned for the accompanying spouses to make the event equally rewarding for them. Besides the seminar, a good number of convenient extra-curricular events have also been planned to acquaint you with our long-cherished rich culture and heritage. I am quite sanguine that our traditional hospitality will infatuate you during your stay.

It is a great honor to be able to welcome our partners from around the region to the 46th Indo-Pacific Armies Management Seminar on behalf of United States Army Pacific. This region serves as the nexus of the world’s social, economic, and technological development, with over half of the world’s people and production being protected by the land forces represented by this conference. People live, and productive activity takes place on, the land. Though the vastness of the Pacific and Indian Oceans dominate the map, it is the continents and archipelagoes of Asia and Oceania that house the cities, farms, factories, and cultural artifacts that make this region so central.
This is why it is so important that we as land power professionals meet to discuss and share methods of providing the best security possible to the region. The theme of the conference is “Prospects and Challenges of Maintaining Peace and Stability in the Indo-Pacific Region”. This theme is apt because we are all charged with maintaining the conditions that have allowed so much of the world’s population to develop so fruitfully over the last 70 years. Peace is strengthened through communication and cooperation, and seeing all of these nations gathered together for the same goal is a powerful testament to that fact. Likewise, the chance to discuss common problems, approach common solutions, and build partnerships is of immense value in maintaining regional security. The stronger our connections are, the more stable and prosperous the region will be.
Finally, I am very proud to be able to co-host IPAMS 46 in the nation of Bangladesh. This land has always been a cross-roads of goods, people, and ideas. The cultures of Europe, the Middle East, the Indian subcontinent, and East Asia all met here along the very shores we will visit during this conference. I can think of no better location to re-commit ourselves to continuing to build the solid security environment that brings together the best of our separate countries, and to reassure the region that it is our land-based services that serve as it’s foundation.
